Re: skils recommendations

 The issue of proprietary time is very tricky. I think the statement below that there is
"nearly universal concern"  is stronger than I heard at the meeting. I would be cautious
but I would like to hear a straw vote on how many people share the view that the
proprietary period needs to be lengthened.
 
 As I pointed out at the meeting, there were 4 members of the MegCam Surveys Working Group at
the meeting, JJ, Christian Veillet, Ray, and myself. This group is likely to have a lot
of influence on any decision on proprietary time. Please send us your opinions because my view
at this point is that the concern is less than "universal". This is an important point on which
to get the community opinion right. And perhaps wider discussion than this e-mail list might be
a good idea.
