The standard "astrononmy citizenship" definition is country of residence.
The current proposal is roughly that a PDF/student that leaves C or F would
report a continued interest in the CFHTLS to the steering group. The steering
group has no authority to deny that request. This person would be bound by
the same Board rules that govern everyone else. This requires very little
administration beyond the standard "user registration".
This seems like a nice way to diffuse the CFHTLS into the international
community and will help make students and PDFs that work with the CFHTLS
attractive to prospective international employers.
Many of these points were discussed at Mt. Washington. The recommendations
grew out of the meeting, were presented at the final session to seek comment,
which was considerable, and surely will be the subject of discussion at
future meetings.
