For all the reasons that Henk stated, I'm leaning towards a
longer proprietary period, at least initially. When the data
flow reaches equilibrium levels, *and* enough data has accumulated
to begin publishing papers related to the primary scientific goals
of the survey, then it would be reasonable to lower the proprietary
period to ~1 year. A rough estimate of the time required before
we have enough data to do something significant with SNe is 1-2
yr - probably the same for weak lensing. Add to this the existing
proprietary period and we have a total proprietary period of 2-3 yr.
In spirit this is not so different from the HST or CFHT policy -
the proprietary period clock starts ticking after the data set is
complete. And it leaves open the option of lowering the propietary
period to 1 yr later.
